Marty is from the Japanese manga series for Mega Man X.
Anyways I decided to write down some basic information about her! Enjoy!
Basically she's a mermaid style Reploid, so you might recognize this concept from Mega Man 9 with Splash Woman. Most of the time in these stories she appears to have a strong love hate relationship towards Mega Man X. Her character was first introduced during the events leading up to Launch Octopus. After this she continued to show up in the manga series, mainly in the time periods of the earliest three games. Marty eventually has the ability to switch into a walking form that allows her to take command of a large pirate ship.

Kind of surprised that they haven't made a mermaid reploid yet, but, given how the MMX series and onward have major reploids that are mostly animal based, I guess it makes sense that they wouldn't.
